Port Security Threat Assessment (PSTA)

Port Security Threat Assessments

The Port Security Threat Assessment (PSTA) is a comprehensive report that identifies threats, risks, and vulnerabilities in a specific port and its surrounding areas. The PSTA may include details on available security forces, emergency response units, local authorities, services provided by security contractors, crew change and shore leave conditions, evacuation options, and more.

Risk Intelligence specializes in conducting thorough security assessments in high-risk areas globally and in Denmark. With over 250 ports analysed in the Risk Intelligence System, our assessments range from desktop evaluations to in-depth, on-site inspections, ensuring a complete understanding of the risks, threats, and vulnerabilities present.

Why a physical port visit?

A physical Port Security Threat Assessment is crucial when adding a new port to a charter or when significant changes occur, such as political instability, conflict, activism or cyber threats. While online tools like Google Earth or port websites provide some insight, being on-site allows for a thorough inspection of ISPS security measures and direct communication with staff and authorities.

Advantages of a physical port visit:

✓ Establish and maintain a local network

✓ Go through the crew-change procedure

✓ Physically survey the security measures in place

✓ Report and subsequently observe planned changes or upgrades to physical security measures

OVERVIEW OF PSTA CONTENTS:

The Port Security Risk Assessment provides an overview of risks, threats and vulnerabilities, not only to the port, but also its surroundings: The nearest city where crew/superintendents might arrive from, the airport, or other transport facility, as well as waterside and shoreside security surveillance or lack of same carried out by port or local authorities. Risk Intelligence’s PSTAs contain assessments of:

    • Transport between the airport and the port

    • Hotels chosen by the agent

    • Local knowledge regarding any threats or areas to be aware of

    • Access control

    • Fences and gates

    • CCTV

    • Signs and illumination

    • Waterside surveillance

    • Controlling restricted areas

    • Shoreside surveillance

    • Protection of cargo

    • Cyber security
