The negotiations in Geneva to solve the Libya conflict has led to the Libyan Political Dialogue Forum voting for a new government and nominating the wealthy businessman Ali Dbeibah from Misrata to become the next Prime Minister. The outcome of the LPDF vote surprised many observers. Dbeiba is to steer the country towards the next elections in December 2021, with a mandate limited in principle to 10 months.

Dbeiba made his fortune in construction before the 2011 revolution, and like other members of his government, is now closely linked to the Muslim Brotherhood. He has interests in western Libya and in Turkey, and hails from Misrata, suggesting Turkish influence has been at play during the process. Whether the next government will be able to implement its roadmap to elections, and whether other Libyan factions will acquiesce to the new Prime Minister is uncertain. It is unclear which effect, if any, the new government will have on port operations in Libya, given that the same actors are in place, and that the conflict for the control of Libya is still well under way.
